Biography

A Caribbean Voice in the Global AI Ethics Debate

Rafael Darío Amador Pérez was born in Azua, Dominican Republic, in 1964. He pursued a career in the Ejército de República Dominicana, retiring as a Lieutenant Colonel. Parallel to his military service, he earned a law degree from the Universidad del Caribe (UNICARIBE) and developed a sustained research focus on the intersection of neuroscience, legal theory, and the governance of emerging technologies.

In my research, I have identified what I consider the most consequential blind spot in global AI ethics: the absence of Caribbean and Latin American scholarly frameworks in governance models that will directly affect more than 600 million people. The dominant literature — from the EU AI Act to the NIST Risk Management Framework — was designed primarily by and for OECD institutions. The Dominican Republic, which launched its National Artificial Intelligence Strategy (ENIA) via Decreto 498-23 and inaugurated the Centro de Excelencia en IA (CEIA-RD) in June 2026, needs its own ethical and legal framework. That is what this work attempts to build.

My approach is interdisciplinary by design. Command structures in military organizations require genuine accountability chains — not self-regulatory guidelines, but binding obligations with real enforcement. That experience informs my critique of every AI governance model currently in force, all of which permit some form of self-audit or company-selected audit that I document as a structural conflict of interest. The Neurological Birth Certificate model I propose eliminates that conflict at the source.
